Washington, D.C. — On June 12, Congressman Joe Neguse introduced a bipartisan bill to establish a National Manufacturing Council with the goal of strengthening United States leadership in manufacturing and supporting the creation of better-paying American jobs. The National Manufacturing Advisory Council for the 21st Century Act is being co-led by Congressman Tracey Mann (R-KS) in the U.S. House of Representatives and Senators Gary Peters (D-MI), Tammy Baldwin (D-WI), Marco Rubio (R-FL), and Mike Braun (R-IN) in the U.S. Senate.

“I am excited to announce the House introduction of the National Manufacturing Advisory Council for the 21st Century Act, a bipartisan effort to support hardworking everyday Americans and create better paying jobs. The Council will help bolster domestic manufacturing and propose solutions to problems facing the industry,” said Rep. Neguse

“Before Congress can strengthen and support American manufacturing, we must listen to those involved in the work,” said Rep. Mann. “Manufacturers deserve a seat at the table for discussions around workforce issues, supply chain interruptions, and other new and emerging challenges to their industry. The council of manufacturers, advocates, and academic experts, which this bill would establish, will serve as a critical bridge of communication between the manufacturing sector and the federal government. The U.S. must remain the top destination globally for investment in manufacturing, and this council will help Congress produce the strategic plan to secure a strong future for American manufacturing.”

The National Manufacturing Advisory Council will be tasked with:

  • Facilitating better communication and coordination between agencies and the manufacturing sector to discuss and propose solutions to challenges such as supply chain logistics and the manufacturing workforce; and
  • Producing and implementing a national strategy plan to boost investments and manufacturing in the United States.

“The Alliance for American Manufacturing welcomes the introduction of the National Manufacturing Advisory Council for the 21st Century Act to improve the federal government’s planning and coordination of efforts to strengthen domestic manufacturing,” said Scott Paul, President of the Alliance for American Manufacturing. “Recent supply chain disruptions have made clear that it is time for the United States to shore up its critical manufacturing capabilities, which will not only better prepare us for the next crisis but also create jobs and boost the economy. This increased coordination between the many programs designed to support our manufacturers and their workers is an important step towards rebuilding our industrial base.”

“The Association of Equipment Manufacturers commends Congressman Neguse and Congressman Mann for their support for America’s manufacturing industry. This legislation will make American manufacturing a top priority and provide long overdue support for an industry that is paramount to our nation’s economic prosperity and national security. Establishing a National Manufacturing Advisory Council will help unleash innovation and mobilize a comprehensive, coordinated, and competent national effort in support of the manufacturing sector and its workforce,” said Kip Eideberg, senior vice president, government and industry affairs, Association of Equipment Manufacturers.

"The National Manufacturing Advisory Council Act establishes a regular communication channel between the Federal Government and the manufacturer sector in which it serves.  The American Small Manufacturers Coalition applauds the leadership of Congressmen Neguse and Mann for codifying the direct involvement of industry into government programs," said Petra Mitchell, President of Catalyst Connection and Board Chair of the American Small Manufacturers Coalition.

The National Manufacturing Advisory Council for the 21st Century Act is supported by the American Small Manufacturers Coalition (ASMC), American Equipment Manufacturers (AEM), Alliance for American Manufacturing (AAM), and Motor and Equipment Manufacturers Association (MEMA).
