Lafayette, CO — On June 22, Congressman Joe Neguse announced Boulder County is the recipient of a monumental $25 million grant from the Department of Transportation (DOT). The funding is made possible through the DOT’s Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Discretionary Grant program, which invests in road, rail, transit and port projects across the country. In February of this year, Rep. Neguse wrote to United States Secretary of Transportation Pete Buttigieg expressing his support for the selected project titled the CO 119 Diagonal Highway Mobility Improvement Project—read his letter of support HERE.
“This grant will help to accommodate our state’s growing population as we work to develop a safer, more reliable transportation corridor between two of the fastest growing cities in Colorado—Boulder and Longmont,” said Congressman Neguse. “For years we’ve heard of the importance of improving mobility between these communities, and I am thrilled to see our hard work and collaboration come to fruition.”
“This grant award will enable continued collaboration by RTD, CDOT, Boulder County, the cities of Boulder and Longmont, and Commuting Solutions to bring multimodal improvements to a critically important transportation corridor connecting communities in the northwest part of the region,” noted RTD General Manager and CEO Debra A. Johnson. “I am grateful for the support the Colorado Highway 119 project has garnered from federal, state, regional and local partners, who recognize that these changes will bring better connectivity and mobility.”

As a top regional corridor project identified as a priority in the Northwest Area Mobility Study, this grant will allow us to move this vital safety and mobility project forward. This successful CO119 project funding package includes local, regional, state and federal funding that is the result of our tremendous spirit of collaboration and teamwork by all of our organizations and communities working together over many years,” said Claire Levy, Boulder County Commissioner.
“This grant will help us make significant progress on regional connectivity, with dramatically improved transit service between Boulder and Longmont, a new regional bikeway, and reduced travel times for all modes. We extend our gratitude to our state and federal partners for their recognition of and investment in this transformative project,” said Aaron Brockett, City of Boulder Mayor.
“This new $25M in federal US DOT RAISE grant funding completes a critical piece of the funding puzzle for the CO 119 Safety and Mobility Improvements Project along the Diagonal connecting Boulder and Longmont. The project will implement improved regional transit, Park-n-Ride locations, a commuter bikeway and intersection safety improvements. Together these improvements will provide greater transportation options and safety for people using all modes of travel while supporting our regional mobility and transportation goals. The grant allows the CO 119 improvements to move forward and become a reality!” said Audrey DeBarros, Commuting Solutions Executive Director.
The CO 119 Diagonal Highway Mobility Improvement Project will construct multimodal improvements including intersection safety improvements, construct a regional bikeway and implement Bus Rapid Transit (BRT) along CO 119 between Boulder and Longmont, an area commonly referred to as “The Diagonal.”
Additionally, the CO 119 Diagonal Highway Mobility Improvement Project will:
- Reduce commute times by improving the Bus Rapid Transit service;
- Reduce vehicular crashes and improve traffic safety;
- Develop a more equitable and connected transportation system;
- Improve the reliability of this critical transportation corridor;
- And help to bolster state and community resiliency to emergencies by improving transit and active transportation routes.

Congressman Neguse played a key role in the swift passage and enactment of the Bipartisan Infrastructure Law, a historic piece of legislation that not only rebuilds America’s crumbling roads and bridges, but works to invest in the economy and ensure communities can compete in the 21st Century.
